How can Swedish innovations gain visibility and influence in future EU regulation?
As the EU connects innovation and environmental regulation through the INCITE initiative, early and active engagement by national actors is becoming increasingly important.
The project Impact INCITE was granted funding through Impact Innovation: Regulations and policy instruments for a sustainable industry, the call carried out jointly by Swedish Metals & Minerals and Net Zero Industry - Impact innovation. The project has focused on strengthening Sweden’s position and increasing the visibility of Swedish technical solutions in future EU regulation, with a particular focus on the iron and steel sector.
“Without early and active participation, there is a risk that Sweden loses both influence and visibility, and thereby the opportunity to gain recognition for innovative technologies that are essential for industrial transformation and competitiveness,” say Jill Sundberg and Tova Jarnerud Örell, researchers at Swerim AB and project managers for Impact INCITE.
The project has worked to:
▫️ increase knowledge about INCITE among relevant Swedish actors
▫️ support the registration of Swedish technologies on the INCITE platform
▫️ explore how national engagement can contribute to future legislation linked to the Industrial Emissions Directive, IED 2.0
The results include:
▫️ strong Swedish representation at INCITE’s first sector workshop for the iron and steel industry
▫️ registered Swedish technologies on the INCITE platform
▫️ national workshops, bilateral meetings and an international flagship event
▫️ First-Of-A-Kind visits showcasing Swedish pioneering facilities in practice

For Swedish Metals & Minerals, the project highlights an important system perspective: innovation does not only depend on technical development, but also on how new solutions are recognised, assessed and integrated into future regulatory frameworks.
